Reshade 3.0.6. is unable to download the effect archive, keeps failing. Tried 3.0.7 and 8, with same result. 3.1.1 on the otherhand, was able to download effects, but still didn't work right with this Witcher 3 preset I'm using.

So I had this problem for weeks that my game crashed on launch and or I can't activate "Reshade" effects. So I was looking for a solution. I set everything to the possible maximum in the game graphics settings, vsync on, triple buffering on, but TAA is off, FXAA off, MSAA 2x, Unlock Volumetric Raymarch Resolution off, TAA Sharpening to the lowest level 0, Motion Blur off, Reflection MSAA 2x and I loose 10 fps when activate the presets, with this settings I get 20-35 fps on i5 6600 and rtx 2060 :)
However, If you can't see Reshade files in the game directory, you have to reinstall reshade. If it keeps giving you problems, just press "No" when the setup asks you to download effects from GitHub. This is how your game folder should be like (it can also contain any other game files and sub-folders inside, of course):
